Cooperation in the Barents Euro-Arctic Region began in Kirkenes, Norway, in 1993. The region includes 14 provinces, regions, and other administrative units in Norway, Russia, Finland, and Sweden. Barents cooperation, with its cultural diversity, has provided unprecedented opportunities for scientists, entrepreneurs, and travelers. The Northern Sea Route and short routes to Asia are one of the goals of this cooperation, but the region itself has great opportunities, including eco-tourism. One of the provinces of the Barents Region is the Murmansk Region in Russia, located on the Kola Peninsula, washed by the Barents and White Seas. The indigenous people of the Kola Peninsula are the Sámi, a nation with a distinctive Arctic culture. Today, the total number of Sámi in Norway, Sweden, Finland, and the Russian Federation is over 50,000 people, with just over 1,500 living in the Murmansk region of Russia.

LITTLE WONDER BEAR

“Milagros, an Extraordinary Bear” is an animated film based on a true story. In 2003, the mother of a young bear cub dies in a plane crash in Chachapoyas. A farmer rescues the cub, and she is taken to the Chaparri reserve, where she grows up and is named Milagros. The extraordinary part happens later, when it is noticed that each time the curious and adventurous Milagros escaped from the rescue center, she returned—unlike other bears—happy and healthy. It was then that the park rangers decided to release her. Months later, thanks to a “camera trap,” Milagros is photographed with her cubs and becomes the first spectacled bear successfully rescued and reintroduced into her natural habitat: the Chaparri reserve. The novel on which the film is based won the National Environmental Award in 2014. This film has led thousands of Peruvians to visit the reserve, which is now a landmark in the history of sustainable tourism in Peru. A curious fact: Milagros is the great-granddaughter of Paddington Bear (the most famous Peruvian spectacled bear).
